NEW YORK Steve Blamer has turned down an offer from Foote, Cone & Belding to join the agency as its North American chief executive officer, a post he had been in negotiations to take for several weeks. He will instead remain president of Grey Worldwide’s office in New York.

Blamer, 47, who has been president of Grey Worldwide’s New York office since 2000, had been in negotiations for several weeks about becoming CEO of Interpublic Group’s FCB North America, putting him in line to succeed worldwide CEO Brendan Ryan.
