The Advertising Council outlines a strategy for PSAs relating to the war on terrorism in a brief and videotape sent in recent weeks to the 10 creative executives tapped to develop the effort, sources said.

The materials were prepared by Ad Council task force members Phil Dusenberry, chairman of the board at BBDO, New York; Stephanie Kugel man, vice chairman and chief strategic officer at Young & Rubicam, New York; and Peggy Conlon, Ad Council CEO.
