What's the Deal with Sprint/Clear WiMAX Service? Coverage Issues or Not?

I’m not sure how to interpret the overall message of this item in ComputerWorld.

Sprint admits losing WiMax users early on

On one hand its title and initial paragraphs focus on early Sprint/Clear WiMax coverage issues two years ago in the Baltimore service pilot area. On the other hand, mid-way in the article we are told about issues as recent as this summer with Sprint rolled out the 4G enabled Evo (Android) phone when at least one Evo owner is quoted as noting that 4G speed appeared to be slower than 3G.

So, which is it? Did Sprint/Clear have a 4G coverage problem two years ago that are now resolved (except for small problems)? Or, is it still a problem? Based on informal anecdotal information from people in my little corner of the world, it seems like there is still a coverage problem.
