Twitter, already an established tool among Washington lawmakers, is building its presence in the nation’s capital. The social networking service has hired telecom policy veteran Colin Crowell as its new head of global public policy.

Twitter announced the appointment on Monday (via tweet, natch). “Very happy to welcome longtime user advocate Colin Crowell as Twitter’s head of Global Public Policy,” the company’s general counsel, Alexander Macgillivray, wrote.

Crowell was named senior adviser to FCC Chairman Julius Genachowski in 2009 and helped to shape some of the current commission’s early broadband policies and its Open Internet order. Prior to that, he had been a longtime senior aide to Rep. Ed Markey, D-Mass., handling major technology and telecom issues in front of Congress.

Last year, he left the FCC to start his own consulting business, where he worked with high-profile clients like Google and Sprint.

Crowell will start at Twitter in mid-September. The company didn’t release any details about the appointment, or whether Crowell will be a registered lobbyist. But Politico says that he’ll likely be dealing with lawmakers on Capitol Hill and at agencies like the FCC and FTC.
