ATLANTA — The Virginia Tobacco Settlement Foundation has awarded its $30 million account to Work, Inc. The Richmond, Va. agency outran Arnold in McLean, Va., and home city agencies Barber Martin Advertising, Edelmann Scott, Neathawk Dubuque, The Burford Co., and Siddall Mattus & Coughter.

Virginia trails North Carolina, Kentucky, Tennessee and South Carolina in tobacco production. The campaign is expected to target freedom of choice for teenagers.
