CHICAGO-Judges in last week’s Windy Awards deemed the city’s creative output a mixed bag and leaned toward the big shops and big accounts for the event’s top prizes.

“When they brought out all the work for best of show, it was a good-looking room,” said David Gardiner, executive vice president and creative director at Hill, Holliday, Connors, Cosmopulos in Boston.

Allon Takarta, a copywriter with Fallon in Minneapolis and one of the five judges, said he thought Chicago has “a ways to go” before it can be considered a creative hotbed.
