George Fencl has joined Tocquigny in Austin as partner, heading up account management, the agency said. Fencl has held senior positions at New York agencies including Y&R Brands/Wunderman, Bates and Barry Blau & Partners and eBusiness consultancy Scient. In those roles, he served brands such as IBM, Pfizer, Microsoft, Citibank, Bristol-Myers Squibb, CBS, Swatch and Chase.
