William Elkins has joined marketing communications firm The Star Group in Cherry Hill, N.J., as partner and senior vice president, interactive. Most recently, Elkins was chief operating officer and vice president of consulting services for Rila Solutions, a multinational Internet and wireless development company with offices in New York, London, Paris and Bulgaria. He also has worked for direct market financial services companies such as Advanta, AIG and Colonial Penn.
