RightsLine, a new company offering online research, management and sale of intellectual property rights, named Kovel/Fuller as its first agency of record following a review of West Coast shops.

Competitors in the review were not known. Billings are estimated at $10 million-plus for RightsLine’s launch year, but the client expects to ramp up spending as its business plan unfolds.

“We are looking to develop a multiphase, several-year relationship with our ad agency,” said Josh Romm, vice president of marketing and brand management.
