CHICAGO Publicis Groupe has moved the U.S. offices of its Arc Integrated Marketing and Semaphore Partners units under Frankel.

Arc, formerly Clarion and part of the defunct D’Arcy Masius Benton & Bowles agency network, will take the Frankel name and report to the Chicago-based marketing services company’s chief executive officer, Dick Thomas. Caren Berlin, formerly chief executive officer of Arc, becomes chief executive officer of Frankel’s Eastern operations.

Semaphore, an interactive shop that was part of Leo Burnett, keeps its name but will also report through Frankel.
