The Advisory Council of American Association of Advertising Agencies, New York, nominated Shelly Lazarus, chief executive officer, Ogilvy & Mather Worldwide, as chairman of the 4A's 1999-2000 Board of Directors. Phil Dusenberry, chairman of BBDO, New York, was nominated for vice chairman. Board elections are April 21 at the 4A's annual business meeting in Amelia Island, Fla.
Ted Littleford, executive creative director at Foote, Cone & Belding, New York, was named to FCB Worldwide's newly formed creative board. Board members will serve one-year terms and meet three to four times a year with Brendan Ryan, chief executive of FCB Worldwide; Ron Bess, president of FCB; and Geoff Thompson, worldwide creative director.
Young & Rubicam, New York, has promoted Shelly Diamond to managing partner, overseeing the Xerox and Campbell's accounts. She had been managing director on Xerox.
Grey Entertainment, New York, hired Steve Yorra as senior vice president, director of account services. Since 1994, Yorra had been management director at Berenter, Greenhouse & Webster, New York, responsible for accounts such as the British Tourist Authority, Toy Biz/Marvel Comics, VTech Industries and Gund.
Fallon McElligott, New York, hired Phil Smith as director of account services. He was vice president, group director at Kirshenbaum Bond & Partners, New York, where he worked on Hennessy cognac and 1-800-Flowers.
Griffin Bacal, New York, added five staffers. Terri Finnerty and Scott Powell joined as account supervisors; Britt Nevetsky and Robbie Sullival were named account executives; and Claudine Colon was hired as group assistant.
Merkley Newman Harty, New York, tapped Scott Lahde as director of public relations, a new post. He had been with Kirshenbaum Bond & Partners, New York, where he was senior manager, public relations and promotions.
Steven Silver joined Wunderman Cato Johnson, New York, as executive vice president, business development. He had been a partner at Booz Allen & Hamilton, New York and Tokyo.
Lois/EJL, New York, welcomed Richard Ginsberg as senior vice president, business development. He was founder of HBG Advertising, New York, which merged with Lois/EJL.
Heather Micati was promoted to account supervisor from account executive at Hampel/Stefanides, New York. She will handle Castrol Motor Oil.
Antonio Navas was named creative director/art director at Amster Yard, New York. He was a creative director at Foote, Cone & Belding, San Francisco.
Grace & Rothschild, New York, promoted Jonathan Dobbin to media director from associate media director. Scott Lackey was also hired as account supervisor on the Dreyfus business. He previously served as senior vice president, group director on the Lucent Technologies account at McCann-Erickson.
Mark Russell & Associates, Syracuse, hired Jim Cowan as an assistant account executive. He had been a reporter at the Gambier Journal newspaper in Gambier, Ohio.

Julie Gross Gelfland was named vice president at Harrison Leifer Miller & Speyer in Rockville Centre. She joined the agency's public relations division in 1997 and has worked with clients such as Vytra Health Plans.
NEW JERSEY
Block Advertising, Verona, welcomed art director Bill DeCorso as executive vice president, heading the agency's food and beverage group. Prior to joining the shop, he was president of De Corso & Partners in New York.
The Lunar Group, Whippany, elevated Beth Budelman to media supervisor. She joined the firm in 1996 as a media buyer and planner.
The Sawtooth Group, based in Woodbridge, hired five staffers: Alicia Abel and Christine McManus as account supervisors; Denise Andrade as a senior production artist; Rich Croland as design director, branding; and Julie Famulare as account coordinator.
Lisa Maronpot joined DKB and Partners, Morristown, as a graphic designer. She had been creative director for University Outfitters in Knoxville, Tenn.
PENNSYLVANIA
Godfrey Advertising, Lancaster, promoted three staffers: Beth Netscher to director of media services, Theresa Mason to senior media director and Ilknur Sancak to media director. Also, Deslynn Steinfelt was hired as media director and Christine McLain was appointed media services administrator.
McAdams, Richman & Ong, Bala Cynwyd, promoted Robert Linsalata to vice president, associate creative director from senior copywriter.
