Two of the finalists in the review for California Lottery’s five-year, $125 million account opted not to submit new cost proposals, and one made moves to file a protest, sources said. The client had asked the shops, DDB, McCann-Erickson and the incumbent, Grey, all in Los Angeles, and Foote, Cone & Belding in San Francisco, to submit new bids for the media portion of the account after DDB complained that FCB’s estimate was implausible. DDB and Grey reps said they are not participating in the rebid, and that the new scoring favored FCB.
