LOS ANGELES After staging a review for what it said was a $10-15 million creative and media account for its digital products division, Toshiba America Information Systems has instead assigned a project to one contender and awarded additional business to a roster shop that did not participate in the search, a client representative confirmed.

Independent Matthews/Evans/Albertazzi in San Diego, which had been a finalist in the review, will handle advertising for a new mobile computing product expected to launch in the third quarter of this year.
