The Advertising Council has named Kate Emanuel vice president of government affairs, a newly created position. She will be based in the organization’s Washington, D.C. office. Prior to joining the council, Emanuel worked in Congress for five-and-a-half years, most recently as the chief of staff for California Congresswoman Lucille Roybal-Allard.
