A proposed Internet bill, The Children’s Internet Protection Act, that made little progress in the last Congress, is back. If it passes, it will force schools and libraries to install technology that filters pornographic material if they receive federal funds to hook up to the Web.
Under the 1996 Telecommunications Act, the government offers discounted Internet access to schools and libraries, called E-rate access.
The bill, sponsored by Sen. John McCain (R-Ariz.), among others, would require schools and libraries to reimburse the government for any E-rate dollars they receive if they fail to place filters on computers linked to the Internet.
