Siebel Leaves TBWA\C\D for RineySAN FRANCISCO—Siebel Systems has moved its $40 million account from TBWA\Chiat\Day in Playa del Rey, Calif., to Publicis & Hal Riney here, according to sources. The switch comes roughly two months after TBWA\C\D won the business. The agency is said to have presented the client with a possible campaign when Siebel abruptly departed.
