PHELPS ACQUIRES COHEN/JOHNSON LOS ANGELES-The Phelps Group here has acquired crosstown agency Cohen/Johnson for an undisclosed sum, Phelps executives confirmed at press time. AFTER MULLING LEAP, DWP REHIRES FOTOUHI ALONSO LOS ANGELES-The Los Angeles Department of Water and Power has signed a year-long contract with its former agency, Fotouhi Alonso Cameron. Farida Fotouhi, principal of the Los Angeles shop, said the agency will not produce work until the client submits for approval a plan of deregulation to the City Council. Last week, DWP ended its relationship with Leap L.A., although the client had made a verbal pact in July to work with the Santa Monica, Calif.-based shop. AMERICA WEST TRIMS LIST OF CONTENDERS LOS ANGELES-America West Airlines said it will announce this week the list of agencies that will compete for its $20 million account. Incumbent Team One Advertising of El Segundo, Calif., opted not to participate in the review. KADANOFF LEAVES MILLER/KADANOFF/HUBER SAN FRANCISCO-Marcia Kadanoff, executive vice president and co-principal of Miller/Kadanoff/Huber Direct & Interactive, has left the agency. Kadanoff is considering career opportunities in California's Silicon Valley, sources said. California Pizza Kitchen, Los Angeles, has awarded its estimated $2 million account to Colby Effler & Partners of Santa Monica, Calif., following an informal review of three shops, the client confirmed. Rubin Postaer and Associates, Santa Monica, Calif., resigned the account. . . Taco Bell has awarded its estimated $2 million Hispanic ad account to Ornelas & Associates in Dallas, after a brief review of Hispanic shops, sources said. Eight-year incumbent Valdƒs Zacky Associates in Los Angeles declined to participate in the review.
