Omnicom sibling DDB in Chicago was the runner-up to TBWA\C\D's office in Playa del Rey, Calif.
Sources valued the business awarded to TBWA\C\D at $25 million. Hoover spent $45 million advertising in 2004, according to Nielsen Monitor-Plus.
Publicis Groupe's Fallon in Minneapolis and Dentsu's DCA Advertising in New York also competed in earlier stages of the review.
Omnicom's Element 79 in Chicago was the incumbent. That agency did not defend.
Vacuum manufacturer Hoover is a unit of Maytag in Newton, Iowa.
