OGBE Communications in Manchester, N.H., which has handled advertising for the New Hampshire Sweepstakes Commission for more than a decade, is facing off against Harpell/Martins & Co. in Maynard, Mass., in a state-mandated review for the client’s $1.1 million account.
Although it is unusual for an agency to pitch government business outside its home state, having a presence in New Hampshire was not a requirement to participate in the competition, said client official Rick Wisler.
OGBE and Harpell/Martins were the only shops to respond to the commission’s request for qualifications, which seems to underscore the longtime incumbent’s perceived invincibility.
