Fleishman-Hillard International Communications has named Deborah Pacnya a vice president. Pacnya will lead F-H’s public affairs team in Sacramento, Calif., and be part of the firm’s global public affairs practice. Pacnya has served as the communications director for Lt. Gov. Cruz Bustamante for the last two years. In that capacity, she coordinated media outreach, oversaw speech writing and developed communications strategy. F-H also hired Matt Middlebrook to head up its public affairs practice in San Francisco.
