BALTIMORE - Eisner & Associates here has cut a deal to handle Black & Decker's consolidated Professional Power Tools Division, an account with a billings potential of $7 million. The account had been split between Leo Burnett Co., Chicago, which handled advertising, and Image Dynamics/Baltimore, which handled public relations. 'It remains to be seen how much we will bill through them,' said Tracy Bilbrough, vice president/marketing and sales for the Professional Power Tools division. 'It is potentially ($7 million) - that's how much we have to spend on advertising, promotion, pr and events.' B&D looked at dozens of agencies but had four in the formal review. Eisner and both incumbents were in the final. Bilbrough declined to identify the fourth contender.
