Despite a campaign that was deemed a success by client and agency, Arizona’s Department of Health Services last week shifted its $10-15 million anti-smoking account from Riester-Robb to fellow Phoenix agency E.B. Lane Marketing Communications.

The decision was made by a seven-member committee that had no ADHS employees but was instead comprised of people from outside media, advertising, community-service and health-advocacy agencies, said ADHS representative Courtney Casillas. She said that is standard procedure.

Riester-Robb was a runner-up for both the $7-10 million ad and $3-5 million public relations contracts.
