WASHINGTON — The White House Office of National Drug Control Policy issued its 111-page RFP Thursday requiring the winning agency to spend no more than $130 million on media buying in an estimated $145-155 million total contract for its National Youth Anti-Drug Media Campaign.

ONDCP will ask bidding agencies to provide estimates on labor costs and additional expenses, and submit written proposals that demonstrate their financial ability to buy $40 million in upfront media without advance payment.
