NEW YORK Jay Devine, former evp and general manager of public relations at Tierney Communications in Philadelphia, opened crosstown agency Devine & Powers with partner Vince Powers last week.

Devine left his post at Tierney on June 20, while Powers resigned the presidency of Boyd Tamney Cross Public Relations on June 8. The duo hoisted their banner last Monday, Devine said.

"Tierney has been in transition throughout the course of the various holding companies, first True North and then IPG," Devine said. "We felt after that experience we wanted to have a more independent voice."

Both Devine and Powers, who had progressed to administrative roles, said they also started the shop as a way to return to daily interaction with clients.

At Tierney, Devine helped rebrand the Yellow Pages Integrated Media Association and worked with IBM, American Water Works and Independence Blue Cross. Powers launched BTC's public relations division and represented Berwind Property Group, Melrose Hotel Company and the 64th Senior PGA Championship.

Neither principal took clients from his former shop to Devine & Powers.
