A Democratic interest group called the Media Fund, which is dedicated to defeating President Bush in November, is talking to shops about preparing an issue ad campaign to air in 17 battleground states.

Headed by Harold Ickes, deputy chief of staff during Bill Clinton’s first term, the group has raised $3 million so far, according to the Internal Revenue Service, and has a goal of stockpiling $80 million. Sources said the Media Fund has reached out to Berlin Cameron/Red Cell, New York; Goodby, Silverstein & Partners, San Francisco; and Wieden + Kennedy, Portland, Ore.,
