A federal appeals court ruled last Tuesday that the national “Do Not Call” registry does not violate the free-speech rights of telemarketers. The more than 50 million Americans who signed up for the list by Aug. 31 but are still receiving telemarketing calls could register complaints with the Federal Trade Commission starting last Saturday. Telemarketers face fines of up to $11,000 per violation.
