NEW YORK Spencer Plavoukos, the former chairman and CEO of SSCB:Lintas, a division of the Interpublic Group, died two weeks ago after being struck by a car while walking his dog near his New Cannan, Conn., home. He was 69.

Plavoukos became chief operating officer in 1983, rising to CEO and chairman of the agency in 1985, where he continued to hold global leadership duties until his retirement in 1997.

Born in Manhattan on May 30, 1936, he was raised in Syracuse, N.Y.,
