BOSTON The Bahamas Ministry of Tourism is preparing to award its $10-15 million advertising account to Fallon, sources said.

The surprise decision by the client to re-appraise Publicis Group’s Fallon, Minneapolis—which was eliminated in an earlier round of the review—has left finalists Mullen and Martin/Williams dismayed, sources said.

One source, speaking on terms of anonymity, blasted the move and decried the pitch process as “deceptive” and “a waste of time.”
