WellPoint Health Networks has chosen Publicis & Hal Riney after a review, sources said. Estimated billings are $35-50 million. Publicis’ Riney prevailed over three WPP finalists: Young & Rubicam and Grey in San Francisco and Ogilvy & Mather in Culver City, Calif. Riney will lead creative and strategic development, while Starcom in Chicago and Publicis Dialog in San Francisco will handle media and relationship marketing, respectively, sources said. RPA in Santa Monica, Calif., lost the account.
