Philadelphia marketing communications firm 160over90 has hired Nicole Lowe as public relations manager. Before joining the shop, Lowe was a senior account executive at Young & Associates in Rockville, Md. During her five years there, she managed several accounts, including Verizon Information Service’s community relations program, and directed the firm’s pro bono accounts. The agency has also added Stephen Penning as a designer. Penning joins the staff from Gyro Worldwide, where he worked on Puma, R.J.
