Last week’s court rebuke of looser media-ownership rules has left federal officials the task of rewriting the regulations, which will likely drag past fall elections as broadcasters wait longer for the deregulation they hoped was nigh.

The 2-1 decision by the Third U.S. Circuit Court of Appeals in Philadelphia struck hardest at cross-ownership relief, which could have the greatest impact on companies such as Gannett, which owns a newspaper-TV station combination in Phoenix, and Tribune, which has five such cross-media holdings.
