Cooper/Hayes has re-tained the estimated $30 million account of the Florida Lottery.

The six-year Miami incumbent beat St. John & Partners of Jackson-ville, Fla., in the finals of a state-mandated review that began last fall.

Officials at lottery headquarters in Tallahassee, Fla., did not return phone calls.

“This is a case where being the incumbent is a positive thing,” said agency CEO Ric Cooper. “We understood the business, we have terrific relations with the lottery administration and we more than met the numbers.”
