NEW YORK — CIA USA, the U.S. division of U.K.-based Tempus Group’s CIA Medianetwork has won the $23 million media buying and planning account for Spartan Stores. In capturing the account — and by signing a consulting agreement with Trahan, Burden & Charles today — CIA continues its string of winning new business and gaining new partners.

CIA beat out incumbent shop Blackwood Media Management, Rockford, Mich., in an effort to handle media for Spartan’s 127 supermarkets and the 350 independent groceries it serves.
