The California Lottery last week issued a hefty 68-page RFP for its African American market ad account.

The business, worth $4 million over the next four years, includes creative and media, said lottery contract administrator Margie Sunahara. At press time, it was not known if the incumbent, Carol H. Williams Advertising in Oakland, will defend.

A mandatory vendor’s conference is scheduled for Jan. 8 in Sacramento. Agencies must announce their intention to bid by Jan. 14.
