Can Just Adding Photo Filters to the Facebook App Get Instagram's Action?

Facebook is dumping Facebook Places and conceding defeat to Foursquare, Gowalls and other check-in services. With Places demoted to tagging locations, what is Facebook setting its sights on now? Messaging, as evidenced by the release of Facebook Messenger for iPhone, is one. Another target appears to be Instagram and other photo filter apps and services. The New York Times reports that:
