Herndon, Va., independent White & Partners said it has hired Jose Fuentes, who has held a number of government-communications positions, as director of consumer and public relations. Fuentes, 30, replaces Mike Smith, who is set to leave today to join Havas’ Magnet in Washington. Fuentes had been director of press relations for the U.S. Agency for International Development. Before that, he was deputy director of advance preparations for Vice President Dick Cheney.
