BOSTON VogtGoldstein said it has been hired for creative chores by Orange and Rockland Utilities.

The Pearl River, N.Y., client, a unit of Consolidated Edison, tapped the independent agency in Wesport, Conn., following a review of undisclosed shops. Estimated billings are $2-3 million.

O&R provides electric service to nearly 300,000 customers in southeastern New York, northern New Jersey (under the name of Rockland Electric) and northeastern Pennsylvania (as Pike County Light & Power), as well as natural gas service to approximately 125,000 customers in New York and Pennsylvania.
