The Florida Department of Citrus last week said it would issue a request for proposals for its creative and media account on Feb. 23. The account, pegged at $27 million, is handled by The Richards Group in Dallas, which said it will defend. Interested agencies can download the document from the state’s Web site, www.florida juice.com. RFPs are due at the FDC’s Lakeland, Fla., offices by March 15. A decision is expected in May.
