Starcom MediaVest Group in New York appointed Blaise D’Sylva director of global media systems, a new position. He will be in charge of the company’s technology and systems strat egy. D’Sylva also will be responsible for Starcom MediaVest’s flagship products, such as Mission Control, a Web-based media-management tool that is used by many of the agency’s clients, including General Motors and Miller Brewing Co., and the company’s global knowledge-resource application, StarNet. D’Sylva is returning to the U.S.
