Stratecom, a Boulder-based marketing communications company, hired Dana Taylor as a graphic designer. Praco Public Relations and Advertising in Colorado Springs added Kimberly Way as director of media development and media services. - HAWAII ADWorks, Honolulu, promoted Janet Hibbard to senior vice president. - NEVADA Quillin & Co. Advertising and Public Relations, Las Vegas, hired Anne Genseal as media director. Kruse & Parker, Reno, an advertising, marketing and public relations agency, named Lynnae Hornbarger media director. Lighthouse Advertising & Design, a Santa Clara-based agency serving high-technology businesses, added Velvet Rimert as account executive. - NORTHERN CALIFORNIA Timothy O'Connor Fraser replaced Susan O'Connor Fraser as president and CEO of Tam Communications, a digital media company in San Jose. - OREGON Leopold Ketel & Partners, Portland, hired Tia Bledsoe as an assistant account executive on the accounts team and Eri Mizutani as a designer. D/X Photography, a Portland digital photography studio, promoted Jeffrey Thomas to director of services to work with graphic designers, ad agencies and marketing managers. - SOUTHERN CALIFORNIA Rubin Postaer and Associates, Santa Monica, hired copywriter Jeff Bossin and art director Darren Johnson. Round 2 Communications, a Los Angeles-based national media buying firm, hired Judy Hukvari as senior media planner, Jan Sibert as a media buyer and Anne Marie Gillespie as director of planning. Diane Mayer was added as business development manager at Santa Ana-based J. Rice Communications. LA Weekly and OC Weekly chose Judy Jablonski as publisher of both papers.
