Members of the Hispanic Public Relations Association in Los Angeles elected their new president, Stephen Chavez, an account director from Valencia, Perez and Echeveste Public Relations. Kia Motors America, Irvine, promoted Geno Effler to director of public relations. Employee Internet management software company Websense, San Diego, hired Darryl Gordon as director of marketing. Caran H. Frater was named account executive in media sales for The WB 100+ Station Group in Burbank. Asher & Partners, Los Angeles, promoted Mike Dillon to partner and Laurie MacMurray to account director. Separately, Barry Schoenfeld, partner and director of new-business development, was appointed to the board of Los Angeles Association of Advertising Agencies.
