BOSTON The Massachusetts State Lottery’s procurement committee has recommended Interpublic Group shop Hill, Holliday, Connors, Cosmopulos for the lottery’s $5 million ad account following a review, a client representative has confirmed.

The four-member Lotttery Commission, led by state treasurer Tim Cahill, is scheduled to vote on the recommendation late Thursday, the rep said.

Boston-based Hill, Holliday prevailed over crosstown independent Clarke Goward and IPG sister agency Mullen in Wenham, Mass. There was no incumbent on the lottery, which has not had a budget for media advertising for half a decade.
