JEFFERSON CITY, MO. – The Missouri Lottery here selected Bernstein-Rein/Kansas City two weeks ago to handle its estimated $8-million advertising business. Incumbent Valentine-Radford/Kansas City was included in final stages of the review along with Kupper-Parker/St. Louis. Bernstein-Rein will take over the account on July 1, 1993, and will hold the contract through June 30, 1994 with the possibility of three one-year extentions, according to Lottery executive director Jim Scroggins. The agency, Scroggins said, will be asked to participate in planning sessions starting in March so that they can ‘hit the ground running’ come July.
